It seems like I keep yapping about traffic and pedestrians and safety in Santa Monica so this will be my last rant… until 2018. I promise.
The pedestrian hit by the Expo train probably does not read my blog, but lucky for him, he survived. As I mentioned back in May, this year had a record number of pedestrian deaths in Santa Monica. There are many factors contributing to the trend; traffic, lack of crossing signals, distracted driving and even distracted walking. According to a New York Times article, the country overall in 2016 had a 9% increase in pedestrian deaths. Law makers are noticing that it is not just drivers that are not attentive. More and more people outside their cars are not paying attention. You’ve seen them and you may be one. I’ve done it too – walking and looking directly down at a phone instead of watching your surroundings and following traffic laws. Someone coined a name for these folk and I like it, “Cellphone Zombies.”
Honolulu just passed a law that if you are looking at your phone while in a crosswalk you can be cited. Ironically Governor Jerry Brown just endorsed a law that goes into effect on January 1st making it legal to walk in the crosswalk once the flashing hand appears. Currently law enforcement can cite pedestrians for entering the crosswalk when the flashing hand appears or when the countdown begins. Downtown Los Angeles police are hardcore when it comes to jaywalking, routinely issuing tickets to law breakers. These tickets are a whopping $200+ and certainly a profit center for the City. It will be interesting to see if the new law actually creates more leniency for pedestrians or not.
